It is also unlawful to otherwise disturb by repeated anonymous electronic or digital communications the peace, quiet or right of privacy of any person at the place where the communications were received."

How can anyone determine another person's intent? Someone charged with this could simply say that their intent was to amuse and/or inform.

There have been two(?) times when the IA has banned users from this site. So, I guess intent can be determined with speech to them. There was no intent to amuse or inform, unless that definition is stretched to its absolute limit, with these two particular individuals. Constant and repeated verbal assaults on religion and race (other?) and not heeding several warning shots across the bow gets you the boot. I don't think they care much if we gnaw on each other.
